MMBC Implements New Media Registration Rules
The Maldives Media and Broadcasting Commission (MMBC) has introduced new regulations governing the registration and operation of newspapers and magazines. These regulations, effective immediately upon publication in the Government Gazette, aim to align media practices with Islamic moral standards and legal requirements.
Key Provisions of the New Regulation
The regulation establishes procedures for the registration and operation of newspapers and magazines under Act No. 16/2025 (Maldives Media and Broadcasting Regulation Act). Notably, it prohibits the publication of content depicting sexual acts, including images or audio of sexual intercourse, depictions of sexual organs, and objects resembling sexual organs intended for sexual activity.
Classification and Compliance
Media services are classified into four categories: newspapers, magazines, newsletters, and journals. These can be published across various platforms, including print, websites, social media, applications, and other electronic mediums. The regulation mandates that no newspaper or magazine may be published in the Maldives without prior registration, except for publications issued by political parties, associations, and government agencies for internal use.
Registration and Operational Guidelines
Registrations are valid for five years, with renewal applications required at least 90 days before expiry. Changes in ownership necessitate renewal, and registrations may be canceled if publications cease for more than 12 months. Existing registered outlets must update their records within six months of the regulation’s publication. Additionally, each publication must submit an annual report by June 30, detailing published articles, staff training, and administrative changes.
Implications for Media Outlets
Media outlets are required to notify the Commission of all associated social media platforms, and any subscription fees must receive prior approval. These measures aim to ensure that media operations adhere to the established standards and maintain transparency.

The introduction of these regulations follows a recent police raid on the office of Adhadhu News, during which various equipment was confiscated. This action was in response to the publication of a documentary alleging a sexual relationship involving President Mohamed Muizzu. The President has denied these allegations and indicated intentions to pursue legal action against those involved in the documentary.
The MMBC stated that the framework is intended to facilitate the exercise of press freedom as guaranteed by the Constitution, within the bounds of Islamic moral standards and the law, while introducing clear procedures for media registration and operation.
